The Production Linked Incentive (PLI) scheme has emerged as India's flagship industrial policy initiative, offering financial rewards to companies that meet production targets across sectors ranging from electronics to pharmaceuticals. With over Rs 2 lakh crore allocated across 14 sectors, the government has positioned PLI as the cornerstone of its Make in India vision. However, as implementation progresses, a critical question arises: can financial incentives alone transform India into a global manufacturing powerhouse?
The PLI Success Story So Far
The PLI scheme has undeniably generated momentum. In mobile phone manufacturing, India has witnessed remarkable growth, with production values exceeding Rs 3 lakh crore and exports surging. Major global brands have established or expanded manufacturing facilities, creating hundreds of thousands of jobs. The semiconductor sector has attracted proposals worth thousands of crores, while the pharmaceutical and automobile sectors have seen increased domestic production capacity.
These achievements demonstrate that PLI can catalyze investment decisions, especially for sectors where India offers competitive advantages like a large domestic market, skilled workforce, and relatively lower labour costs.
The Infrastructure Reality Check
Manufacturing competitiveness extends far beyond production subsidies. Global manufacturers evaluate multiple factors before committing to large-scale operations. Port efficiency, logistics costs, and power reliability significantly impact total production costs. India's logistics expenses remain approximately 13-14 percent of GDP, substantially higher than developed economies where it ranges between 7-9 percent.
Reliable power supply, particularly in tier-2 and tier-3 cities where land costs are lower, continues to challenge manufacturers. While major industrial zones offer better infrastructure, scaling manufacturing across the country requires addressing these foundational gaps. The quality of roads connecting manufacturing facilities to ports and airports directly affects export competitiveness.
Regulatory and Policy Stability
Manufacturing investments are long-term commitments, often requiring a decade or more to generate returns. Investors need confidence in policy continuity, transparent regulations, and efficient bureaucratic processes. While India has improved significantly in ease of doing business rankings, challenges persist.
Multiple regulatory layers across central and state governments can create complexity. Environmental clearances, labour law compliance, and land acquisition processes vary across states. Companies often cite regulatory uncertainty and implementation delays as factors affecting expansion decisions. PLI incentives become less attractive when offset by compliance costs and time overruns.
The Skilled Workforce Equation
Advanced manufacturing requires workers with specialized skills in automation, quality control, and digital systems. While India produces millions of graduates annually, industry-academia gaps mean many lack job-ready skills for modern manufacturing environments. Companies often invest heavily in training programs, adding to operational costs.
China's manufacturing dominance stems partly from decades of developing vocational training ecosystems aligned with industry needs. India's Industrial Training Institutes and skill development programs are expanding but require deeper industry collaboration to match evolving manufacturing requirements.
Input Cost Competitiveness
PLI incentivizes final production but manufacturers also need competitive access to raw materials, components, and intermediate goods. High import duties on certain inputs can erode the cost advantages that PLI provides. For instance, electronics manufacturers may receive PLI benefits but face elevated costs for imported components not produced domestically.
Creating competitive manufacturing requires building entire value chains, not just final assembly operations. This demands complementary policies encouraging component manufacturing, raw material processing, and supporting industries.
Global Integration and Trade Agreements
Manufacturing success increasingly depends on integration into global value chains. Countries with extensive free trade agreements offer manufacturers better access to international markets. India's cautious approach to trade agreements, while protecting domestic industries, may limit export potential for PLI-benefited sectors.
Competing with Vietnam, Thailand, or Bangladesh requires comparable tariff access to major markets. PLI makes Indian production viable, but trade policy determines whether that production can compete globally.
The Verdict: Necessary But Not Sufficient
PLI schemes are powerful tools that have demonstrably attracted investment and boosted production in targeted sectors. However, sustainable manufacturing competitiveness requires a comprehensive ecosystem. Financial incentives work best when combined with world-class infrastructure, stable policies, skilled labour availability, competitive input costs, and favourable trade access.
The government recognizes this reality, implementing parallel initiatives like National Infrastructure Pipeline, National Logistics Policy, and skill development programs. Success depends on synchronizing these efforts with PLI timelines so manufacturers experience improved operating conditions as incentive periods progress.
Countries that have built manufacturing powerhouses—Germany, China, South Korea—did so through decades of integrated policy approaches addressing every aspect of the manufacturing ecosystem. India's PLI scheme represents an important accelerator, but transforming into a global manufacturing hub requires sustained commitment across multiple policy dimensions beyond financial incentives alone.
